As part of her birthday festivities, Halsey re-released "Manic" with additional songs on September 29. "wipe your tears" is about her, who was in love with this particular girl and was ready to do everything for her. She promises, "Nothing's gonna hurt you" and, "Nothing's gonna make you cry." She'd feel terrible if someone else were to take her spot as this girl's lover, considering how much she loves her. She's a cold person, but she assures herself that "the world is colder."

The track was written by Jasper Sheff, John Cunningham, and Halsey and produced by John Cunningham and Jasper Sheff.

When asked by a fan during a Spotify Q&A on Twitter why the song "I'm Not Mad" didn't appear on the standard edition of "Manic", Halsey replied:

"It was really hard to decide which songs were going to be exclusive to different versions of the album. But I ultimately ended up putting "wipe your tears" and "I'm Not Mad" as bonus tracks because even though I really wanted to keep them, they felt the least essential to the plot that I was trying to get across, because they were so much about other people. And even though there are songs on Manic about my experiences with others, I really wanted the journey to feel cohesive, as being about me, and myself, and my discovery."

"I'm Not Mad" was written by Halsey and John Cunningham and produced by John Cunningham. This song does a classic Halsey vibe, dropping some shades on an ex, and it results pretty well.

The deluxe version also contains "Be Kind" with American electronic music producer Marshmello and two remix versions of "Without Me": one with Juice WRLD and another with ILLENIUM.

Peter Donaghy, directed the music video for "929", dropped on the same day.
